Show dataset syncs immediately when a batch is created

Dataset syncs now appear in Sync History the moment a batch is created, shown as a Queued status. The row updates on its own as the sync moves to In Progress and then Complete, so you no longer have to refresh the page to see progress. New batches that haven't run yet are labeled Queued instead of showing a misleading Complete, 0-of-0, or NaN% result.
