Model Picker Cleanup & Automatic Model Redirects (Agent Builder model picker + in-app global mAGI model picker)

We cleaned up the model options in the Agent Builder model picker and the in-app mAGI model picker. When a model family had a newer version that costs the same as or less than an older version, we moved every agent using the older version to the newest version in that same family. The newest version is also likely to produce better output, so this should be a quality upgrade as well as a cost one.
