Dataset push generally available — send the CSV through create and Upload Data

CSV dataset push is now generally available. Any customer can create an Upload Data dataset — a new option alongside Import and Transform in Create Dataset — map their columns, and have their setup CSV ingested automatically when they save. After the dataset exists, they can push an updated CSV at any time through Upload Data.

The ingest honors the layout you define: your saved header row, data start row, and delimiter are applied to every CSV push, and only the columns you've mapped are staged. Multi-format uploads (Excel, JSON, Parquet, TSV, and gzip) are tracked separately as follow-on work.
