Data Apps: Granular User Level Permissions

Data Apps now supports two separate access levels so teams can give some users view-only access while reserving authoring for others. A user with View access can browse the Data App library and open Data Apps, but cannot create new ones or enter the App Builder. A user with Create / Edit access can build new Data Apps and edit or duplicate existing ones; this level automatically includes View.

This replaces the previous single on/off Data Apps access setting. Existing users keep everything they had before — anyone who previously had access now has both View and Create / Edit, so no one loses functionality. Team managers can set each level per user in the role settings.
